Planning and Development

Mission Statement


To protect Oakwood's heritage while developing a safe, well designed city for the future. this will be accomplished by: planning for existing and future land uses; enforcement of up-to date land use regulations and policies; effective site plan review; protection and provision of adequate green space; and managing overall growth in a manner that protects and enhances the quality of life for all citizens of Oakwood.

Major Functions


The Planning and Development Department is responsible for current and long-range planning activities which guide the orderly growth and development of Oakwood. These planning activities are performed through implementation of the Zoning Ordinance, which includes code enforcement, along with shaping growth and redevelopment to meet the city's Comprehensive Plan. The Department prepares and presents recommendations that ensure compliance with the Development Code and Comprehensive Plan in partnership with the City Council, various boards, authorities and the Oakwood Planning Commission to achieve a livable city while balancing the needs of residents and businesses.  
 
Staff members work with developers and citizens to help ensure that new projects conform with the City's Development Code and reflects the character that Oakwood envisions as a thriving community where citizens can live, work and play. Planning and Development staff provide services to the internal departments and the development community as they pertain to annexations, rezonings, variances, conditional uses, plan review, and other compliance activities as they relate to the development process.  
 
A land disturbance/development permit (LDP) must be obtained from the Planning and Development Department  prior to any land disturbance activity such as clearing and grubbing; grading; and construction of such improvements as streets, parking lots and structures. The review process involves various city, county and state agencies and generally takes two to three weeks for preliminary review. The number of departmental comments and the time it takes for the engineer, and surveyor or other professionals to address the comments determines the time frame in which an LDP is issued.
 
The Civil plan review process helps ensure compliance with various codes, ordinances, and requirements; including the Oakwood Development Code, grading requirements, subdivision regulations, overlay zone standards, water and wastewater design standards, soil erosion and sedimentation control provisions, etc. Civil plan review includes plans associated with the preparation of land for construction, on-site/off -site improvements, water and sewer line installation, and other similar improvements.
 
Building Permits are required for all new construction as well as most additions, alterations, and renovations to existing structures. The fee is determined by square footage of the structure to be built.

Planning Commission


The Oakwood Planning Commission is composed of five members appointed by the City Council. Three Members present at a meeting constitute a quorum. One of the members is elected annually as Chairman of the Commission by the Planning Commission members, and the Chairman does not vote except in cases of a tie-vote between the other members. All members of the commission are city residents and serve at the pleasure of the City Council. 
 
Regular Meetings:
 
Held Third Monday of each month at 7:00 p.m. at City Hall. Special meetings are called as needed. Meetings are open to the public.

Purpose, Duties and Responsibilities
 
The purpose, duties and responsibilities of the Planning Commission include the following:
 
A)    To research, review and make recommendations to the Oakwood City Council on zoning, the Oakwood Zoning Ordinance, zoning map amendments, special uses, waivers of the development regulations, the comprehensive plan and the elements thereof, development regulations and other policies and procedures of the Oakwood Planning and Development Department and related matters.
 
 B)     To advise the Oakwood City Council on environmental, public health, safety and general welfare matters which may include infrastructure, historic, business, residential and recreational matter, policies and procedures.
 
C)    To work with various public and private organizations and agencies engaged in or interested in planning and development activities so as to provide leadership in identifying and implementing City objectives for planning and development.
 
D)    To assist the Planning and Development Department, other City departments, boards and authorities when appropriate to the purposes of the Planning Commission and the Oakwood City Council in carrying out their various functions by making recommendations to achieve the desired benefits on behalf of present and future City of Oakwood residents and businesses as a whole.
 
E) To report to the Oakwood City Council after research and review on any matter or class of matter referred to the Planning Commission by the Oakwood City Council before action is take there on by them.
