Randall "Randy" K. Moon Chief of Police Randall Moon has served as Chief of Police for the past 17 years and has been with the Oakwood Police Department since September 1990. He is responsible for planning, management and operation of all police and court functions for the City. His 27-plus years of law enforcement experience include work as a patrol sergeant, lieutenant and detective, as well as two years with the State of Georgia Lake Lanier Islands Police Authority and four years with the State of Arizona Department of Transportation Commercial Enforcement.
Moon is an active member of the Georgia Association of Chiefs of Police, where he has served as district representative for three years. He is a state-certified instructor for the Alcohol and Drug Awareness Program (ADAP) for teenage drivers. Currently serving on Lt. Governor Casey Cagle's Public Safety Advisory Board and Advisory Board of the Regional Police Academy Athens. He has received specialized training in the areas of criminal investigations and crime scene technician.
Andrew "Andy" C. Smith Captain
Andy Smith joined the Oakwood Police Department in June 1992, and has been Captain of the department since 2004. Smith is responsible for the criminal investigation and support services divisions. He also develops and conducts training classes for the department. His 28 years of experience in law enforcement include time as a Detective and Lieutenant, as well as 9½ years with the United States Air Force Security Specialist and Law Enforcement Divisions. Smith is certified as a marijuana examiner by the state of Georgia and is certified in general instruction, as well as firearms and speed detection instruction. He has attended the National Crime Prevention Institute at the University of Louisville.
Ricky L. Whaley Lieutenant
After joining the Oakwood Police Department in 2000, Ricky Whaley was promoted to Lieutenant in 2004. He oversees the uniformed patrol division, accident investigation and reconstruction and is the department's K9 handler. Whaley has been in law enforcement since 1989, having worked for the Kenansville, N.C. police department, the Georgia Department of Transportation and the Dawson County Sheriff's Department. He is certified in K9 handling, field training, supervision, and special response team.
