Randall "Randy" K. Moon Chief of Police
Randall joined the Oakwood Police Department in 1990. He served as a Sergeant over the Patrol Division, then as a Criminal Investigator and achieved the rank of Lieutenant of Operations. Randall was appointed as the Chief of Police in 1994 where he currently serves the department and is responsible for planning and managing the operations of all police services, warrant services, code enforcement and court functions. Chief Moon's 34 years of experience includes working with the State of Georgia Lake Lanier Islands Police Authority and the State of Arizona.

Randall is an active member of the Georgia Association of Chiefs of Police and has served as the district representative as well as on other boards and committees. Randall currently serves on the Advisory Board of the Regional Police Academy. He is a certified instructor for alcohol and drug awareness for teenage drivers and has received specialized training in the areas of criminal investigations and management.


Ricky L. Whaley Captain
After joining the Oakwood Police Department in 2000 as a patrolman, Ricky Whaley was promoted to Lieutenant in 2004 and Captain in 2013. He oversees the uniformed patrol division, accident investigation and reconstruction. Whaley has been in law enforcement since 1989, having worked for the Kenansville, N.C. police department, the Georgia Department of Transportation and the Dawson County Sheriff's Department. He is certified in K9 handling, field training, supervision, and special response team.
